Haverhill District Court

The Haverhill District Court serves the Merrimack Valley city of Haverhill and its surrounding towns, along the New Hampshire border. The Essex County District Attorney’s Office prosecutes its docket of OUI, drug, motor vehicle, and domestic violence matters, and Attorney Joe Serpa has defended in Merrimack Valley courtrooms for thirty years.

Wherever a Massachusetts case is prosecuted, the rules on when a judge can dismiss it are the same. See who controls a dismissal and the grounds a judge can act on without the prosecutor’s agreement.

Location and Access. The Haverhill District Court, 45 Ginty Blvd., Haverhill, MA 01831, sits near I-495 and Route 110. The court’s phone is (978) 521-7300.

Communities Served. Haverhill, Boxford, Bradford, Georgetown, and Groveland.

OUI and the Border Corridor. I-495 and the Route 97 and Route 110 corridors to the New Hampshire line feed the OUI calendar, defended on the stop and the device records, with the four-day citation rule in play.

Drug, Domestic Violence, and the Clerk Session. The court carries drug matters litigated at the suppression stage and domestic violence and 209A sessions, and its clerk-magistrate sessions screen the summons docket, where a denial ends the matter with no record.

Some of the hardest fought Massachusetts domestic violence cases I try are the ones where the accuser never takes the stand. The person who called 911 recants, refuses to appear, or has reconciled and wants the case gone. The Commonwealth does not always drop those cases. It tries to prove them through the recording and…

Commonwealth v. Arias: The SJC’s New Limit on Delayed Traffic Stops

On April 15, 2026, the Supreme Judicial Court decided Commonwealth v. Arias, SJC-13816, and gave Massachusetts a rule it did not have before: when police stop a car for a traffic violation they observed earlier, the elapsed time between the violation and the stop must be reasonable, and the Commonwealth bears the burden of proving…

Municipalities are deciding whether to opt in, licensees are building out sites, and at some point this year a driver will leave…
